Judging by several comparisons you can tune in to on youtube. Soundwise, AC has dth ebetter car sounds, I think. I do not know if the physics in PC maybe get improved, and to what degree. I also do not own iR or rF2, but test drove them on other people's computers. IUt's the physics were it lacks, at least in last autumn when I could drive it for one and a half hour or so on a friends rig (I do not have PC myself). I was not aware that the specs of PC are lower than that for AC - are they? Visually, PC looks the same (cars), the environment maybe even better.
